To isolate Pakistan is on the top of Indian Prime Minister Narendra Modi’s agenda, and this is not unusual. He finds every opportunity to blame Pakistan no matter if the forum is congenial or not for that sort of discussion. At the 8th BRICS summit, held at Goa on 16-17 October, India tried to unsuccessful attempt to isolate Pakistan. Modi termed Pakistan, without naming it, “mother-ship of terrorism”.
He was fairly harsh on Pakistan calling it out for nurturing a terrorist mindset. He urged the BRICS leaders to evolve a Comprehensive Convention on International Terrorism (CCIT) targeting Pakistan. Looking at India’s “credentials” it is itself mother-ship of all sorts of terrorism whether it is political, religious, or ethic terrorism within and outside of India.
President Xi Jinping was reluctant to brand Pakistan a sponsor of terrorism. He on the other hand, asked that the solution of hot issues such as Kashmir be between the two countries.
China has recognised Pakistan’s anti-terrorism efforts in the last 15 years. The Chinese official remarks came within hours of Modi’s statement at BRICS summit. “In combating terrorism, Pakistan has made great sacrifices. This needs to be recognised by the international community,” Foreign Ministry spokesperson, Hua Chunying, said on 17 October in a press briefing.
Like China, Russia also did not name Pakistan for the purpose Modi was dragging on. The declaration made a general reference to deal with terrorism in all forms. The day Modi made anti-Pakistan remarks, the first Chinese ship docked at the Gwadar Port, marking a new beginning between China and Pakistan under the China-Pakistan Economic Corridor (CPEC).
Terrorism, radicalism, fundamentalism, and extremism are Modi’s own philosophy of Hinduvta on which his political architecture is based, and he has been exercising these hate-ideologies even before becoming the Prime Minister. He is unable to understand Indian state-led terrorism and terrorist mindset against the innocent Kashmiris and non-Hindu minorities within India.
India has become an uninhabitable place for Kashmiris seeking liberation. In the past hundred days, Indian security forces killed more than 150 and injured fifteen thousands people.
These are Modi’s tactics to divert the attention of BRICS leaders but it is impossible to cover up the blood of Kashmiris though implicating Pakistan.
As India is unable to control the fluid situation in Indian Occupied Kashmir, for Modi it is convenient to put all the blame on Pakistan. On the other side, India has been systematically engineering terrorist activities inside Pakistan. RAW has set a special cell to sabotage the CPEC. India’s so-called surgical strike against Pakistan could be termed as its “imaginary terrorism” against Pakistan.
BRICS is not a political forum but Modi has tried to politicise it. Moreover, BRICS is not a forum to discuss Pakistan-India affairs either. BRICS is for discussing economic issues concerns BRICS countries (Brazil, Russia, India, China, & South Africa). To divert the forum from its stated objectives could harm the body. Modi has already given a shock to the forum.
Earlier, Modi boycotted the SAARC summit to be held at Islamabad and misguided other countries to do so. The cooperative spirit of SAARC was affected. Since then, tension has been escalating in the region.
Modi’s false narrations against Pakistan are not gaining any momentum among BRICS leaders and even globally. He also tried to malign Pakistan in the outreach of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), comprising seven countries (India, Nepal, Bangladesh, Bhutan, Sri Lanka, Thailand and Myanmar). The summit was also a setback for Modi’s “Act East” policy as some ASEAN members represent on BIMSTEC as all other leaders sidestepped the Modi’s push for criticism of Pakistan as a sponsor of terrorism.
Pakistan’s Foreign Advisor, Sartaj Aziz, stated that “Pakistan joins all the members of BRICS and BIMSTEC in condemning terrorism and reaffirms its full commitment to fight the menace of terrorism”. In spite of Modi’s repeated pleas, the Goa declaration did not refer to Pakistan-based terrorist groups or cross-border terrorism.
